Today’s scan has one unusually consequential federal development: the U.S. House has passed a bipartisan Science of Reading Act that would put a definition of the science of reading into federal literacy law and exclude three-cueing as a primary word-recognition approach. At the same time, new research is pushing in a useful second direction—away from treating “phonics” as a single settled package and toward closer questions about which grapheme-phoneme correspondences are taught, in what sequence, and with what tradeoffs. State implementation is also becoming more concrete: Ohio now has its first full-year results after statewide Science of Reading implementation, while California has attached $200 million in professional-learning funding to literacy criteria. The strongest contrary signal this morning is scholarly rather than political: a new paper challenges the way three-cueing bans are being framed, reminding the field that agreement on the importance of decoding does not eliminate legitimate debate about policy definitions, comprehension monitoring, or the reach of legislative prohibitions.
1. The U.S. House passed the Science of Reading Act—and the bill has moved to the Senate
Finding. On September 16, the House passed H.R. 7890, the Science of Reading Act of 2026, by voice vote; on September 17 it was received in the Senate and referred to the Committee on Health, Education, Labor, and Pensions. The bipartisan bill would revise the federal Comprehensive Literacy State Development (CLSD) grant program, define the science of reading to include phonemic awareness, phonics, vocabulary, fluency, comprehension, writing, background knowledge and oral language, and exclude three-cueing when context, pictures, syntax or visual memory are used as the primary basis for word recognition.
Why it matters. This is more than another state Science of Reading law. If enacted, it would put an evidence-aligned reading definition and an explicit three-cueing restriction into federal literacy funding policy. It also broadens the federal definition beyond phonics: oral language, background knowledge and the reading-writing connection are expressly included.
Important qualification. The bill has passed the House, not Congress. Senate action and any later reconciliation still have to occur. The bill also says it does not authorize federal control of specific curricula or instructional content and does not alter protections under the Individuals with Disabilities Education Act (IDEA), Section 504 or the Americans with Disabilities Act.
CRSL connection. This is genuine external validation of the direction of the literacy field CRSL operates within, but the more useful point is the breadth of the definition. Federal Science of Reading language is increasingly describing a literacy system rather than phonics alone—foundational skills, language, knowledge, comprehension and writing all sit inside it.

2. A new phonics study finds that “more correspondences” can improve coverage while also increasing ambiguity
Finding. A peer-reviewed computational study published September 12 compared the grapheme-phoneme correspondences (GPCs)—the mappings between written letters or letter groups and speech sounds—taught by three widely used English phonics programs. Teaching more GPCs increased the number of words that could theoretically be decoded, but the researchers found diminishing returns and, in some programs, increasing ambiguity as additional correspondences were introduced.
Why it matters. The Science of Reading conversation often stops at whether instruction is systematic and explicit. This study asks a finer curriculum-design question: exactly which correspondences should be taught, in what order, and when does additional complexity stop helping? That moves the field from “phonics versus no phonics” toward the quality and efficiency of phonics design.
Important qualification. This was a computational analysis, not a classroom trial comparing student outcomes in the three programs. The algorithm identifies design tradeoffs and research questions; it does not establish that one program produces better readers.
CRSL connection. This is directly relevant to CRSL’s sequencing work. It does not tell CRSL to change a sequence, but it strengthens the case for treating scope and sequence as an instructional design decision that can be examined for decodability, ambiguity and instructional load—not merely as a checklist of correspondences.

3. A broader reading-science review makes the same point: research has not yet answered many of phonics instruction’s practical design questions
Finding. A 2026 review in Perspectives on Psychological Science argues that the evidence strongly supports phonics as foundational to alphabetic reading, while noting that reading science has been less successful at translating that evidence into decisions teachers and curriculum designers actually face: which spelling-sound regularities to teach, sequencing, example-word selection and treatment of exception words. The paper appears in the journal’s September issue.
Why it matters. “Evidence-based” does not mean every implementation detail has already been settled by research. That distinction matters as states and vendors increasingly use Science of Reading alignment as a quality label.
Contrary evidence. This is not an argument against systematic phonics. The authors explicitly begin from its established importance. Their challenge is that programs can all be recognizably phonics-based while making consequential design choices that have not been adequately compared.
CRSL connection. This gives CRSL a useful standard for modernization work: alignment with reading science is necessary, but internal coherence, sequencing and the teacher’s ability to execute the sequence remain design problems rather than automatic consequences of the label “structured literacy.”

4. Ohio reports a five-year high in English language arts proficiency after its first full year of statewide Science of Reading implementation
Finding. Ohio’s 2026 School Report Cards show statewide English language arts proficiency at 62.2%, a five-year high. The 2025–26 school year was the first full year of statewide instruction grounded in the Science of Reading under ReadOhio. The state says proficiency increased across every student demographic group and has expanded its literacy-coaching network to 140 coaches serving more than 200 schools.
Why it matters. Ohio now provides an early statewide implementation signal rather than simply an adoption announcement. It is also pairing curriculum/instructional change with coaching and implementation teams, reinforcing the emerging pattern that states are treating professional support as part of literacy reform.
Caution. The report-card increase is not causal evidence that Science of Reading implementation produced the gains. Ohio changed multiple conditions simultaneously, and statewide proficiency trends cannot isolate the effect of curriculum, coaching, attendance improvement, prior cohorts or other factors.
CRSL connection. The relevant connection is implementation, not the headline score. Ohio is investing in coaching and instructional implementation alongside evidence-aligned instruction—another indication that materials alone are not being treated as sufficient for change.

5. California has attached $200 million to literacy professional learning—but approved-list status is not the only route to the money
Finding. California’s State Board of Education approved its literacy professional-development list at its September 9–10 meeting, with the final list due online by September 30. Assembly Bill 121 provides $200 million from 2026–27 through 2029–30 for transitional kindergarten through grade 5 literacy professional learning. Importantly, local educational agencies may use the funds for a listed program, an unlisted program, or a locally developed program as long as it meets the state-approved criteria.
Why it matters. This is a more nuanced model than a simple approved-vendor gate. California has created a state quality framework and reviewed providers, but it preserves local choice for programs that can demonstrate alignment. The state is also evaluating both the professional-development model and the literacy content.
Important qualification. Being on the list means a submitted program met the review threshold; it is not equivalent to independent evidence that the program improves student reading outcomes.
CRSL connection. For understanding the national market, this is a useful distinction: state literacy systems may regulate through criteria rather than exclusive vendor lists. That creates different conditions for smaller providers than a closed procurement model does.

6. A new systematic review finds that children with intellectual disabilities who use AAC can learn foundational reading skills—but the evidence thins out beyond the alphabetic level
Finding. A systematic review published September 18 examined single-case reading-intervention studies involving students with intellectual disability and/or autism who use augmentative and alternative communication (AAC). Adapted, systematic instruction produced the most consistent gains in early alphabetic skills, especially letter-sound correspondence. Evidence for decoding and broader functional reading remained limited and variable.
Why it matters. The finding pushes against low expectations for learners with limited speech. The review concludes that speech ability or communication mode should not exclude students from foundational reading instruction.
Important qualification. Only seven studies met the review criteria, participant numbers were small, interventions and assessments varied, and most work targeted narrow component skills. The authors explicitly call for more comprehensive and methodologically stronger research.

7. A new dyslexia review warns that misinformation persists even as dyslexia policy expands
Finding. A September 3 review in the journal Dyslexia argues that U.S. dyslexia identification and remediation remain vulnerable to persistent myths, shifting definitions and unsupported treatments. The authors specifically warn that well-intentioned advocacy can circulate misinformation and that pseudoscientific interventions continue despite a substantial research base on reading disability.
Why it matters. As dyslexia legislation, screening and parent awareness expand, demand for intervention does not automatically produce evidence-based intervention. The market around reading difficulty can grow faster than practitioners’ ability to distinguish validated approaches from attractive but unsupported ones.
CRSL connection. For any organization working in structured literacy, this reinforces the value of being precise about what a program does and does not claim. “Dyslexia,” “structured literacy,” “intervention” and “Science of Reading” should not become interchangeable marketing terms.

8. The three-cueing debate is not intellectually closed, even as policy increasingly treats it as closed
Finding. A September 10 paper in The Australian Journal of Language and Literacy challenges the policy framing behind U.S. bans on three-cueing. The authors argue that legislation and public debate often conflate using semantic, syntactic and graphophonic information to monitor reading with teaching children to guess words from pictures or context. They argue that this distinction has been lost in some Science of Reading policy discourse.
Why it matters. This is credible contrary evidence worth keeping in view precisely because federal and state policy are moving rapidly toward prohibitions. The paper does not overturn the evidence for explicit decoding instruction; it disputes how the prohibited practice is being defined and whether legislation may sweep more broadly than the underlying evidence warrants.
Important qualification. This is a policy/discourse analysis centered on one Alabama case, not an experimental comparison showing that three-cueing improves decoding. The authors acknowledge that their case is illustrative rather than nationally generalizable.
CRSL connection. CRSL does not need to resolve this policy debate to learn from it. The useful guardrail is terminological precision: distinguish teaching word recognition from teaching students to monitor whether decoded text makes sense. Broad labels can conceal materially different instructional actions.

Supported observation — Science of Reading policy is moving from state policy into federal statute. House passage of H.R. 7890 is a meaningful escalation in institutionalization. Even if the bill does not become law in its current form, bipartisan House passage shows that evidence-aligned literacy language has moved beyond a collection of state reforms.
Supported observation — the next research frontier is increasingly about quality inside evidence-aligned instruction. The two phonics papers are asking about sequence, correspondence selection, ambiguity and classroom decisions rather than whether phonics matters at all. That is a more mature—and more demanding—question for curriculum design.
Supported observation — implementation support is becoming part of literacy infrastructure. Ohio’s coaching expansion and California’s $200 million professional-learning investment point in the same direction: policy makers are putting resources around teacher learning and execution, not just materials adoption.
Early signal — the policy consensus around banning three-cueing may be stronger than the scholarly consensus about exactly what should be prohibited. The Nicholas and Ahn paper does not rehabilitate guessing as a word-reading strategy. It does show that definitions and intended instructional functions remain contested. That distinction is worth watching as federal language advances.
