Today’s scan returns to a broader mix. Three strands stand out: federal literacy policy is continuing to push money and technical assistance toward states and evidence-based implementation; new research is refining what teachers do with multilingual and struggling readers; and the debate over student-facing artificial intelligence is moving from general concern into concrete disputes about literacy tools, privacy, screen time and opt-out rights.
1. Federal literacy policy is now pairing large state grants with a broader evidence-based-literacy priority
Finding. On September 9, the U.S. Department of Education reported $256 million in continuation funding through Comprehensive Literacy State Development (CLSD) grants to 24 states, the Outlying Areas and the Bureau of Indian Education. It also announced four new Innovative Approaches to Literacy (IAL) grants totaling more than $16 million and $3.7 million for the National Center on Academic Interventions. The Department says literacy will also be a core priority in its largest Fiscal Year 2027 Institute of Education Sciences (IES) grant competitions.
Why it matters. This is larger than a single grant stream. Federal policy is using several mechanisms at once—state grants, intervention infrastructure, research funding and technical assistance—to reinforce evidence-based literacy while giving states substantial control over implementation.
Important qualification. The Department’s September 9 release is an administration statement and includes political framing about its priorities. The funding amounts and program structures are factual; claims about the superiority of the administration’s approach should be treated as policy advocacy rather than independent evidence.
CRSL connection. For a curriculum company, the relevant market signal is downstream: much of this money flows first to states and public systems, which then decide how to spend on materials, professional learning, coaching and intervention. It does not mean CRSL itself is the likely direct federal grantee.

2. Federal capacity-building grants are explicitly rewarding state influence and evidence-based literacy
Finding. The Department of Education’s 2026 Comprehensive Centers competition provides an estimated $48.5 million for 19 national, regional and content centers that help state and local education agencies improve instruction. The competition includes competitive preference priorities for “Returning Education to the States” and, for some center types, “Promoting Evidence-Based Literacy.” For-profit organizations are among the eligible applicants.
Why it matters. This shows how the political and instructional landscapes intersect. Federal dollars are not simply financing curriculum purchases; they are financing organizations that shape state capacity, technical assistance and implementation. The federal government is also using grant scoring to increase state influence over that infrastructure.
Caution. A competitive preference affects how proposals are scored; it does not by itself dictate what every funded center will do.

3. A new study shows teacher thinking-aloud changes with students’ reading proficiency
Finding. A September 2026 study in Contemporary Educational Psychology examined metacognitive teacher talk during small-group reading instruction for upper-elementary multilingual learners. Teachers working with lower-initial-proficiency groups used more planning, modeling and monitoring language; groups with stronger initial skills received more talk about personal and conditional knowledge—when and why a strategy or idea applies.
Why it matters. This is observational research about teacher practice, not a purchasable program. It suggests effective scaffolding may involve changing the kind of thinking teachers make visible as students become more proficient, rather than delivering the same prompts to every group.
Important qualification. Because the study examines naturally occurring teacher talk, it can describe patterns but cannot establish that those particular talk patterns caused better reading outcomes.
CRSL connection. This is relevant to teacher-language design. It raises a useful question about whether teacher scripts and training should distinguish language used when students are first learning a process from language used after they have more control of it.

4. Challenging text plus explicit word instruction is being tested as an intervention—not just an enrichment strategy
Finding. A 2026 Reading Research Quarterly study compared interventions for third graders identified as needing reading support. One condition used challenging, content-rich texts paired with explicit multisyllabic-word instruction; the comparison reflected a more traditional intervention approach. The research question is notable because it tests whether struggling readers can work successfully with complex text when the word-reading demands are deliberately supported.
Why it matters. Intervention often lowers text difficulty so students can practice more successfully. This study represents a different line of inquiry: preserve access to richer text and content while explicitly teaching students how to handle the word-level complexity.
Important qualification. This is a research intervention, not a commercial curriculum recommendation. The study should not be interpreted as evidence that text difficulty is irrelevant; the instructional supports are part of the treatment.
CRSL connection. This is directly relevant to upper-elementary intervention, where students need both continued word-level support and access to age-appropriate ideas and vocabulary.

5. The evidence base for English learners is exposing a limitation in how broadly “Science of Reading” findings are sometimes generalized
Finding. Two 2026 research publications point to the same unresolved issue. A Reading Research Quarterly article argues that much of the Science of Reading evidence base was developed with monolingual beginning readers and calls for a stronger research base on strengths-based instruction for English learners. Separately, the September 3 synthesis of language-comprehension interventions for English learners found only nine U.S. K–5 studies meeting its criteria.
Why it matters. This is not evidence against explicit foundational-skills instruction for multilingual students. It is a warning against assuming that evidence established with monolingual English speakers answers every instructional question for students learning English while learning to read it.
Contrary evidence. The September synthesis also found that all qualifying interventions included code-based instruction. The emerging debate is therefore not foundational skills versus language development; it is how to combine them effectively for different learners.

6. Federal research infrastructure is moving comprehension guidance into teacher-ready tools
Finding. The Institute of Education Sciences’ Regional Educational Laboratory West will release and demonstrate a free K–3 Reading Comprehension Toolkit on September 29. It is not a commercial curriculum. The toolkit translates the What Works Clearinghouse practice guide into professional-learning modules, implementation resources and family-engagement supports for teachers, coaches and school leaders.
Why it matters. The federal evidence infrastructure is increasingly doing more than publishing research reviews. It is packaging evidence into implementation materials that schools can use directly, which can influence what educators come to expect from professional learning and curriculum support.
CRSL connection. This is relevant less as a competing product than as a benchmark for how research guidance is being translated into usable teacher support.

7. San Francisco’s dispute over an AI reading program makes student-facing literacy technology a concrete governance issue
Finding. The San Francisco Chronicle reported September 16 that nearly 1,000 parents, teachers and advocates were pushing for tighter limits on artificial intelligence tools in San Francisco schools, with particular attention to Amira Learning. Amira is a commercially available AI-assisted reading program in which students read aloud and receive automated feedback; it is not a research intervention created only for a study. Critics are asking for reduced screen time, transparency, privacy protections and parental opt-outs.
Why it matters. The national AI-in-schools debate is becoming product-specific. Reading tools that listen to children raise questions beyond instructional effectiveness: what audio or derived data are collected, how they are retained, what parents know, and whether students can participate without using the tool.
Contrary evidence. The criticism does not establish that Amira is ineffective or that its system uses children’s recordings to train generative AI. The company says its reading tutor is not a generative-AI chatbot. The dispute is evidence of changing parent and governance expectations, not evidence of instructional harm.
CRSL connection. This is a useful external example of why student-facing and teacher-facing technology can raise different implementation and governance questions.

8. Federal education R&D is funding teacher-facing literacy technology as well as student-facing AI
Finding. The Institute of Education Sciences’ From Seedlings to Scale program lists a $499,833 award to HILL for Literacy for HOL Advisor, a teacher- and leader-facing system intended to support evidence-based literacy instruction through predictive insights and instructional tools. The same federal program also funds AI-personalized elementary literacy recommendations and several AI-supported learning projects.
Why it matters. The technology market is not moving in one direction. Federal research funding is supporting both student-facing personalization and systems designed to help adults interpret data and make instructional decisions.
Important qualification. These are research-and-development awards, not evidence that the funded products have already demonstrated effectiveness at scale.
CRSL connection. HOL Advisor is especially relevant as a market signal because it occupies the teacher-support side of literacy technology rather than replacing the instructional interaction with an automated tutor.

9. The national reading problem remains increasingly concentrated among the weakest older readers
Finding. NWEA’s August analysis of sixth-grade MAP Growth data from more than 20 million K–8 students across 30,000-plus U.S. schools found that middle-school reading has not recovered to pre-pandemic patterns. Scores for average and high-performing sixth graders largely flattened after the initial pandemic decline, while students at the 10th percentile continued to lose ground. NWEA reports that the pattern also appears in other national reading assessments.
Why it matters. This is not simply a story of lower average scores. The widening separation at the bottom suggests that a growing group of older students may require sustained, differentiated reading intervention rather than a temporary recovery effort.
Caution. MAP Growth is NWEA’s own assessment, and the analysis is descriptive. It identifies a national pattern but does not establish why the lowest-performing students continue to decline.
CRSL connection. This strengthens the external case for paying attention to upper-elementary and middle-school intervention as a persistent need, independent of any particular CRSL product.

Supported observation — literacy policy is operating through infrastructure, not just curriculum rules. Federal grants are simultaneously supporting state literacy systems, technical-assistance centers, intervention infrastructure and research. The political shift toward greater state authority is therefore affecting who controls implementation as well as what instructional approaches receive support.
Supported observation — differentiation is becoming more specific. The research on multilingual learners, teacher metacognitive talk, complex text and older struggling readers all pushes away from a single generic model of “evidence-based reading instruction.” Researchers are increasingly asking which support is needed by which learner at which stage.
Supported observation — technology debates are separating by function. Teacher-facing decision support, student-facing tutoring and general generative AI are beginning to produce different evidence and governance questions. Treating them as one category called “AI in education” obscures important differences.
Early signal — literacy vendors may increasingly be judged on implementation architecture as well as instructional content. Federal toolkits, technical-assistance centers and R&D investments all emphasize the supports surrounding instruction: professional learning, data interpretation, implementation resources and ongoing assistance. This is not yet evidence that schools prefer a particular delivery or subscription model, but it is a recurring structural signal.
