Today’s scan turns up one development worth particular attention: the national Science of Reading consensus is strong enough that the debate is moving inside the definition of evidence-based reading instruction. At the same time, new research on tutoring and state implementation suggests the field is becoming more interested in whether reforms are sustainable under ordinary school conditions—not simply whether they work under ideal ones.
1. A serious research organization is challenging part of the proposed federal READ Act
On September 8, the National Academy of Education (NAEd) urged Congress to revise language in the bipartisan Reading Excellence and Achievement for Development (READ) Act. NAEd agrees that systematic phonics instruction is supported by research, but warns that a prohibition on “three-cueing models or related instructional approaches” could be interpreted so broadly that teachers are discouraged from using meaning, syntax, and context appropriately during reading instruction.
Why it matters. This is credible contrary evidence rather than a rejection of phonics or reading science. The dispute is becoming more precise: not whether children should learn to decode, but where legislation should draw boundaries around other information readers use to understand text.
That distinction is worth preserving as “Science of Reading” increasingly moves from research into statute.
2. The READ Act itself has substantial bipartisan momentum
The federal READ Act would strengthen the existing Comprehensive Literacy State Development program, promote early screening and intervention, improve teacher preparation and professional development, and direct resources toward evidence-based literacy instruction. The Senate committee advanced it 20–2 this summer, and a bipartisan House version followed in August. Support spans Republicans and Democrats as well as organizations representing teachers, principals, special education, parents, and students with disabilities.
Why it matters. Reading policy is unusually bipartisan at the moment. If enacted, the legislation could reinforce national expectations around screening, teacher preparation, intervention and research while still leaving states substantial control over implementation.
CRSL connection. Federal legislation affecting the Comprehensive Literacy State Development program could eventually influence the state funding environments in which literacy materials, intervention and professional development are purchased. This is worth monitoring rather than acting on yet.
3. A new four-year tutoring study provides a useful test of “what works in the real world”
A randomized controlled trial released in August followed 815 kindergarten students through third grade. Students assigned to the Chapter One literacy support model scored about 0.12–0.17 standard deviations higher on state reading assessments in grades 1–3. The effects were smaller than those typically reported for highly intensive tutoring, but the model operated under normal school staffing, scheduling, budgeting and student-mobility constraints.
Why it matters. This gets at an important evidence distinction: an intervention can produce a larger effect under intensive research conditions yet be difficult for schools to sustain. A somewhat smaller effect from something schools can actually operate for four years may have substantial practical value.
This is a useful example of what evidence-based should mean in practice: not simply “does research support the idea?” but also “under what conditions was the result achieved?”
4. Virginia is beginning a three-year evaluation of its own literacy reform
The federal Institute of Education Sciences is funding a longitudinal evaluation of the Virginia Literacy Act, following K–8 outcomes across several student groups through 2029. Researchers will examine implementation and outcomes for Black and Hispanic students, English learners, economically disadvantaged students, and students identified with literacy difficulties.
Why it matters. Much Science of Reading policy has been implemented faster than it can be evaluated. Virginia is now creating the kind of evidence Scout should watch closely: Did a statewide reform actually change student outcomes, for whom, and under what conditions?
That will ultimately be more informative than simply counting how many states have passed literacy laws.
5. Federal guidance is putting more attention on preventing reading difficulty before intervention becomes necessary
A July resource from the Institute of Education Sciences emphasizes using assessment data, flexible grouping and instructional time to strengthen core elementary reading instruction. It cites evidence suggesting that strong primary-grade instruction can reduce the proportion of students experiencing reading difficulties substantially, thereby reducing later intervention and special-education referrals.
Why it matters. Intervention receives substantial attention because struggling students are visible. But there is a parallel systems question: How much intervention demand reflects student difficulty, and how much reflects weaknesses in core instruction?
CRSL connection. Genuine. CRSL offers both Tier 1 and intervention-oriented materials. The external evidence reinforces the importance of keeping those functions distinct rather than assuming intervention can compensate indefinitely for weaknesses in core instruction.
6. Multilingual learners are becoming a more visible challenge to one-size-fits-all literacy policy
The Center for Applied Linguistics is highlighting research showing that relatively few state Science of Reading laws explicitly address multilingual learners. Its September program argues that policies developed largely around monolingual English readers may need additional attention to linguistic knowledge, language development and literacy across languages.
Why it matters. This does not contradict evidence supporting explicit decoding instruction. It challenges the assumption that a literacy framework validated largely with English-dominant readers necessarily constitutes a complete instructional framework for multilingual students.
This remains an unresolved area Scout should continue watching.
7. Kentucky illustrates how “structured literacy” is spreading beyond the early grades
Kentucky’s updated state guidance explicitly frames its literacy law as having two goals: children should learn to read before leaving grade 3, and middle- and high-school students should be able to read complex material in their subject areas. Its guidance calls for phonemic awareness, phonics, fluency, vocabulary, comprehension, reading-writing connections and motivation to read.
Why it matters. This reinforces a pattern now visible in Mississippi, Ohio, Massachusetts and Kentucky: literacy reform is increasingly being framed as a K–12 problem, although the instructional needs of a struggling seventh grader are clearly not identical to those of a beginning reader.
CRSL connection. The continuing expansion beyond K–3 keeps the upper-elementary/intervention space relevant to The Six!, but it also raises the question of exactly which older-reader needs the program addresses and which it does not.
8. South Carolina is formalizing educator literacy knowledge across roles—not only classroom teachers
South Carolina’s updated Read to Succeed requirements call for Science of Reading, structured-literacy and foundational-literacy professional development for teachers as well as principals and other administrators. The state has also revised literacy competencies that must be incorporated into required coursework.
Why it matters. This is another indication that states are beginning to see implementation as an organizational problem. Building leaders need enough literacy knowledge to observe instruction, select resources, support teachers and recognize whether adopted practices are actually being used.
That is different from expecting every administrator to become a reading instructor.
9. Early-childhood AI is emerging as a separate policy problem
Brookings and ZERO TO THREE convened researchers and education leaders this week specifically around artificial intelligence used with children birth through age 8. The concern is that AI is already entering young children’s environments through educational applications, toys, adaptive-learning systems and developmental tools while research and policy have largely focused on older students and adults.
Why it matters. Early-childhood AI may require different standards from AI used by high-school or college students because language, attention, social interaction and foundational learning are still developing. There is not yet enough evidence to draw strong instructional conclusions.
Early signal: Expect more distinction by student age when schools and policymakers develop AI rules. “Educational AI” is unlikely to remain a single category.
Scout is noticing…
Supported observation — the literacy debate is entering a second stage. Broad agreement around explicit decoding instruction is increasingly accompanied by harder questions about comprehension, multilingual learners, older readers, implementation and how narrowly legislation should define acceptable practice. The National Academy of Education’s READ Act critique is especially useful because it challenges part of the movement without rejecting its core evidence base.
Supported observation — evidence standards themselves are becoming more sophisticated. The four-year tutoring study and Virginia’s longitudinal policy evaluation focus on sustainability, implementation and subgroup effects—not simply whether an intervention can produce an effect under controlled conditions. That is a healthier definition of evidence than a simple “research-based” label.
Supported observation — literacy reform is becoming organizational infrastructure. Kentucky’s K–12 framing, South Carolina’s administrator training and the proposed federal READ Act all extend literacy responsibility beyond an individual elementary teacher.
Early signal — federal literacy funding could become important enough to warrant a Focused Investigation. The READ Act, Comprehensive Literacy State Development funding, state implementation grants and research partnerships are beginning to form a clearer funding ecosystem. The evidence now suggests a useful future investigation would be “How literacy money actually moves from federal and state sources to districts, researchers, professional-development providers and curriculum companies—and where a company like CRSL can realistically participate.” That topic is now recurring often enough to merit deeper treatment when the team is ready.
