Scout Briefing: 9/9/26

Today’s strongest pattern is a widening distinction between instructional systems that support teachers and technology or policy that simply adds another layer to classrooms. At the same time, several states are moving literacy accountability beyond K–3 into intervention, local implementation plans, and upper-grade reading.

1. The two largest U.S. school districts are pulling back sharply on student-facing AI

New York City has imposed a one-year moratorium on student-facing generative AI through eighth grade, while Los Angeles Unified is temporarily blocking generative AI for students across all grades. NYC is also recommending screen-time caps and reviewing educational technology for whether it is actually necessary to learning. Teachers may still use approved AI for planning and operational work.  

Why it matters. These are not small pilot districts. New York and Los Angeles can influence national practice and vendor expectations. The significant distinction is not simply “AI versus no AI”: both systems are treating student-facing AI differently from teacher-facing tools.

CRSL connection. Genuine and direct. This external movement closely resembles CRSL’s existing distinction between using technology to support teachers and making technology the instructional intermediary.

2. A major psychology review says schools should measure learning after the screen is gone

The American Psychological Association released a new expert report on educational technology September 3. Its central warning is that engagement, completion rates, and improved performance inside an app are not the same as durable learning. The report recommends judging whether students retain and apply knowledge outside the technology, incorporating adult involvement, and demanding independent evidence from vendors. It also warns that generative AI may improve the quality of a student’s immediate work without improving the underlying skill.  

Why it matters. This gives the screen-time debate a more useful frame than simply counting minutes: what human or instructional activity is the technology replacing, and what remains when it is removed?

3. Minnesota is tightening the evidence standard for intervention this school year

Beginning in 2026–27, Minnesota districts must use evidence-based literacy interventions. The state is steering districts toward an identified intervention list, requiring trained supervision for paraprofessionals and volunteers providing foundational reading intervention, and requiring continued intervention for students who remain below grade level. Progress monitoring is built explicitly into the model.  

Why it matters. Approved-core-curriculum lists have received most of the attention, but intervention is increasingly becoming an evidence-regulated purchasing category of its own.

CRSL connection. This matters to products such as The Six!, particularly if states increasingly review intervention programs separately from Tier 1 materials.

4. Mississippi has moved Science of Reading policy decisively into grades 4–8

Mississippi’s enacted Adolescent Literacy Initiative requires a state support system for grades 4–8, professional learning across numerous educator roles, screening and progress monitoring, targeted intervention, and high-quality instructional materials addressing both word recognition and language comprehension. Its statute explicitly describes technology as supplemental support, with intervention delivered primarily by trained educators.  

Why it matters. Mississippi is important because it was one of the early states associated with K–3 literacy reform. Its expansion into grades 4–8 indicates that policy leaders increasingly view older struggling readers as an unfinished part of the same literacy problem.

CRSL connection. This is one of the stronger external signals yet for continued attention to the upper-elementary/intervention space.

5. South Carolina is turning literacy alignment into an annual local accountability exercise

For 2026–27, South Carolina requires primary and elementary schools—and particularly low-performing middle schools—to submit reading plans documenting how instruction and intervention align with structured literacy and evidence-based reading. Schools must publish those plans publicly, incorporate Multi-Tiered Systems of Support (MTSS) principles, and establish measurable goals and specific implementation steps.  

Why it matters. This moves accountability one level below “the state approved a curriculum.” Districts and schools must explain how they are actually implementing literacy instruction and intervention locally.

That is another sign that implementation is becoming visible, documentable, and eventually auditable.

6. New Mexico provides useful contrary evidence to the narrative that literacy reform is producing no results

New Mexico reports that reading proficiency rose 10 percentage points between 2022 and 2025, including gains among Native American students, economically disadvantaged students, Hispanic students, and English learners. Its new High-Quality Literacy Instruction Act now requires research-based K–3 core materials, K–12 interventions, consistent assessment, and expanded coaching.  

Why it matters. Recent weak results in Michigan and national scores make it easy to conclude that Science of Reading policy has not translated into achievement. New Mexico complicates that story. Some states are producing measurable gains while continuing to strengthen their systems.

Caution. The proficiency numbers come from the state itself and do not establish which specific reform caused the gains. But they are still evidence that national progress is not uniformly stagnant.

7. The intervention model is becoming broader than “give the student more phonics”

Minnesota’s current intervention guidance explicitly includes phonological awareness, phonics, decoding, fluency, oral language, and comprehension, while directing educators to federal Institute of Education Sciences guidance covering primary readers, grades 4–9, English learners, adolescent literacy, and writing. Mississippi similarly requires morphology, vocabulary, comprehension, language development, and content knowledge in its grades 4–8 system.  

Why it matters. The policy definition of intervention is becoming more diagnostic. For older struggling readers especially, states are not assuming every reading difficulty has the same cause or should receive the same treatment.

This is an important guardrail against reducing the Science of Reading movement to phonics alone.

8. Federal literacy infrastructure continues to define the problem from birth through grade 12

The federal Comprehensive Literacy State Development (CLSD) program explicitly covers literacy from birth through grade 12 and prioritizes disadvantaged students, English learners, and students with disabilities. The federal government is also developing a renewed National Comprehensive Center on Improving Literacy focused specifically on students with disabilities, including dyslexia, language processing, comprehension, and executive-function-related literacy difficulties.  

Why it matters. Federal definitions are broader than much of the public Science of Reading conversation. The funded ecosystem includes early language, core literacy, intervention, disability, English learners, writing, and adolescent literacy.

The commercial market may therefore fragment into several related literacy markets rather than converging around one universal reading product.

9. The emerging technology debate is becoming more sophisticated than “screens are bad”

There is genuine disagreement here. NYC and LA are restricting student-facing AI and screen exposure, while at least 37 states already have some form of AI guidance and schools continue experimenting with instructional uses. The APA report does not recommend eliminating educational technology; it recommends evaluating what the technology does, what it replaces, whether adults remain involved, and whether learning transfers beyond the tool.  

Why it matters. This looks less like an anti-technology backlash than the beginning of a more selective technology era. Vendors may increasingly have to answer a harder question than “Does it use AI?”: What human work is this technology supposed to support?


Scout is noticing…

Observation — upper-grade literacy is moving from concern to infrastructure. Mississippi’s grades 4–8 system, Minnesota’s intervention requirements, federal birth–12 funding, and state MTSS structures all point toward a more formal market for students who have moved beyond beginning reading without becoming proficient readers.

Observation — states are increasingly regulating implementation, not merely curriculum selection. Approved intervention lists, required professional learning, public school reading plans, progress monitoring, and intervention requirements show states trying to close the gap between what has been adopted and what actually happens with students.

Observation — the technology conversation changed materially this week. The APA report and decisions by New York City and Los Angeles independently converge on a distinction between technology that supports teaching and technology that replaces student thinking or human interaction.

Early signal — “teacher-facing technology” may become a recognizable category rather than simply a CRSL design preference. There is not enough evidence yet to call this an established movement, but large districts and research organizations are beginning to draw that boundary explicitly.

Assumption Watch

“Technology can strengthen instruction when it serves the teacher rather than displacing the teacher.” — Current evidence is increasingly consistent with it, but not yet conclusive. CRSL’s working assumption is that technology should reduce teacher friction, organize resources, improve access, and provide just-in-time support, while student-facing instruction remains physical and teacher-led when that best serves the instructional purpose.

This week’s external evidence makes that distinction more credible: major districts are restricting student-facing AI while preserving teacher uses, and the APA recommends adult involvement and judging technology by durable learning rather than engagement. Scout should continue testing whether teacher-facing technology actually improves implementation or teacher workload—not assume that the philosophical fit alone proves the outcomes.
