Today’s strongest signal is that literacy reform is entering a more demanding phase: states and districts are moving beyond broad “Science of Reading” alignment toward implementation quality, intervention design, teacher support, and evidence of what actually works once a curriculum reaches classrooms.
1. Federal literacy policy is moving toward screening + implementation, not just instructional philosophy
Finding. In July, the bipartisan READ Act advanced from a U.S. Senate committee. It would add early screening, evidence-based reading instruction, teacher-preparation review, coaching, tutoring, high-quality instructional materials, and targeted support for states with the lowest fourth-grade reading scores to existing federal literacy programs. It has not become law, so this is a policy signal rather than a settled requirement.
Why it matters. The architecture closely resembles what states have already been building: curriculum + screening + professional learning + intervention + implementation capacity.
CRSL Connection. This strengthens the case for treating evidence documentation and implementation support as durable capabilities rather than something needed only for Michigan.
2. Massachusetts just made evidence-based literacy a much more regulated market
Finding. Massachusetts’ new literacy law takes effect September 24. Districts will be required to use approved evidence-based K–3 curriculum, screen students at least twice annually, respond when students fall significantly below benchmarks, and use state-supported professional development. The state must also maintain approved lists of professional-development programs and curricula.
Why it matters. State-approved materials lists are no longer an isolated phenomenon. Massachusetts adds another major state where evidence review, curriculum selection, screening, and teacher preparation are becoming linked.
CRSL Connection. Michigan appears increasingly representative of a broader market-access structure.
3. Philadelphia offers a unusually clear example of adopted curriculum diverging from classroom reality
Finding. The School District of Philadelphia’s own first-year evaluation of its new K–8 EL Education curriculum identified barriers to faithful implementation. Subsequent reporting from teacher and principal interviews found concerns about phonics, pacing, support for struggling students, training, and access to materials. Some teachers reportedly returned to previous phonics programs despite a district directive to use the adopted curriculum.
Why it matters. This is direct behavioral evidence that “district adopted it” does not mean “teachers are teaching it as designed.” Supplementation can reflect convenience or preference, but it can also be a teacher response to perceived instructional gaps.
CRSL Connection. This strengthens one Watch List hypothesis, but with an important qualification: supplementation is not automatically a market preference for modular resources. Sometimes it is a workaround for implementation failure.
4. A major North Carolina district is explicitly shopping for upper-grade multilingual literacy intervention
Finding. Wake County Public School System is seeking literacy interventions for roughly 16,000 multilingual learners. Its solicitation includes a phonics-based solution for multilingual learners in grades 3–12, secondary literacy resources, and a separate K–2 newcomer solution.
Why it matters. This is a concrete purchasing signal for two areas that are easy to underweight in early-literacy discussions: older struggling readers and multilingual learners.
CRSL Connection. The upper-elementary/intervention market remains worth watching closely. The multilingual requirement also highlights a possible limitation for vendors whose intervention systems were not designed around multilingual implementation.
5. A literacy AI tutoring experiment produced an important null result
Finding. Two randomized controlled trials involving 355 students in grades 1–5 tested an AI literacy tutor with and without human engagement support. Nearly half of students assigned independent access never used the platform. Human support increased engagement by 71–80%, but actual weekly usage remained low and the intervention did not improve reading achievement.
Why it matters. The problem was not simply whether the AI could generate useful instruction. Students did not use it enough. This is an implementation and behavior problem that technology alone did not solve.
CRSL Connection. This is credible evidence consistent with CRSL’s human-teacher hypothesis—but it should not be overstated as evidence that AI tutoring cannot work. The study never achieved the dosage needed to fully test that question.
6. Human-supported literacy tutoring, by contrast, continues to generate measurable outcomes
Finding. A four-year randomized controlled trial followed 815 students who entered an adaptive early-literacy tutoring system in kindergarten. Students assigned to the program scored roughly 0.12–0.17 standard deviations higher on state reading assessments across grades 1–3, although the third-grade estimate was less precise.
Why it matters. Much tutoring evidence comes from short interventions. A multi-year study suggests that sustained individualized support can change students’ reading trajectories rather than merely produce a short-term bump.
CRSL Connection. Intervention remains a substantive market, not simply a residual category for students who miss Tier 1 instruction.
7. New upper-elementary research complicates the “decodable versus authentic text” argument.
Finding. A 2026 Reading Research Quarterly study compared two interventions for third graders reading below the 40th percentile. One used challenging, content-rich texts paired with explicit multisyllabic-word instruction; the comparison condition used a commercial decoding intervention and controlled texts. The larger research literature reviewed in the study shows consistent gains in isolated word decoding from multisyllabic instruction, but much less consistent evidence that those gains automatically transfer to connected-text reading.
Why it matters. The emerging question for older struggling readers is not whether decoding matters—it does—but how students cross from controlled skill practice into complex real reading.
CRSL Connection. This is particularly relevant territory for The Six! and upper-elementary intervention, but it should be watched as an instructional research question rather than interpreted as validation of any particular CRSL method.
8. The private tutoring market appears capable of moving achievement—and widening inequality
Finding. A new National Bureau of Economic Research working paper examining private tutoring chains such as Kumon and Sylvan found that opening a district’s first chain tutoring center was associated with district-wide math and reading gains of about 0.02–0.03 standard deviations. But nearly half of tutoring users came from the highest-income decile, and the resulting gains widened racial achievement gaps in some communities.
Why it matters. Tutoring is not just a school intervention strategy; it is a sizable parallel education market. Demand exists, but access and affordability shape who benefits.
CRSL Connection. Remediation professionals and private intervention providers may deserve more attention as a distinct customer environment rather than being grouped with schools.
9. The field is beginning to push back against “more phonics must be better”
Finding. Researchers and literacy leaders are raising a more nuanced question about instructional time. Cognitive scientist Mark Seidenberg argues that explicit phonics is essential but is a constrained skill: once students have developed sufficient mastery, instructional time increasingly needs to move toward language, knowledge, and connected reading. The Reading League cautions that many schools still have not implemented foundational-skills instruction well enough for “overteaching” to be the dominant problem.
Why it matters. This is a useful internal debate within the Science of Reading movement—not a rejection of systematic phonics. The argument is shifting from whether phonics belongs to how much, for whom, and when instruction should move onward.
CRSL Connection. No immediate product implication is warranted. It is important intellectual context as “Science of Reading” becomes a more mature and contested instructional category.

Observation — implementation failure is becoming visible enough to study directly. Philadelphia’s experience, Massachusetts’ new requirements, and federal proposals all point past curriculum selection toward whether teachers can access, understand, adapt, and actually deliver an instructional system.
Observation — intervention is beginning to look like its own literacy ecosystem. Older students, multilingual learners, tutoring systems, and private remediation are showing up as distinct needs rather than simply extensions of K–2 core instruction.
Early signal — the next Science of Reading debate may be about instructional allocation rather than foundational principles. Phonics has won considerable policy ground. The harder questions now concern how much explicit foundational instruction different learners need and how quickly instruction should transition into vocabulary, knowledge, comprehension, and complex text.
Assumption Watch
“Adopted curriculum differs from what teachers actually teach.” — Strengthening. Philadelphia provides unusually direct evidence. But the reason matters: teacher supplementation can represent preference, lack of training, logistical problems, intervention needs, or genuine disagreement with the adopted material.
“Human teachers remain central.” — Supported, but narrowly. The AI literacy tutoring experiment shows that access to a capable digital tool did not generate meaningful student use or achievement on its own, and human support increased engagement. It does not establish that AI cannot eventually provide effective tutoring.
“Upper-elementary intervention may be an underserved market.” — Strengthening. Current district purchasing activity and emerging research both point toward persistent needs beyond beginning reading, particularly for students still struggling with decoding, multisyllabic words, multilingual literacy, and transfer into complex text.
